Help With 1944 Lincoln Wheat Cent / LWC , Error Or Damage? "lincoln Got A Nose Job And Can't Get A Date"

Besides the fact that I obviously need to work on the name, do you think this is an error or damage? If it's an error, is it just due to die filling? As for the date, probably the same thing the remnants of the 9 are visible. It could have been someone playing with a chisel.
