I'm seeing smeared metal and a linear mark that is incuse rather than raised above the surface of the coin. This is damage rather than a die crack or other mint error.

I agree, this scratch is definitely PMD. A die break occurs when a die forms a crack or has a small piece fall out. Since a die is incuse to stamp a coin with raised surfaces, a die break will always appear as raised metal that looks like it was added on top of a coin's surface, never as a feature digging into or below the normal surface.
