I found my second 1999 P Caribou test quarter CRH. I am surprised to have found two in "the wild" since this coin is scarce, being issued for testing, with only 20,000 test sets issued.
I'm thinking the ARP (alloy recovery program) is sort of "concentrating" the ones that were put into the wild since they are multi-ply plated steel and not being culled out with the rest of the nickel quarters. I did find this one in a Garda (ARP) roll.

Great find, and two no less. I have never come across one in the wild, had to purchase mine on ebay.

Here you go. They aren't much to look at because they have been circulated pretty hard, but with 20,000 minted, I'm still happy to have found them!

This might be a bubble burster, or I could be totally wrong. The mintage of 20,000 you speak of is the coins in sets. The # of coins actually used for testing could be way more than that. That being said, I understand that any coins physically used for actual testing had to be returned, or face a monetary fee. I have a feeling the ones you found fit this category, and were never returned. Please correct me anyone if I'm off base.

I have also found two in circulation over the years. Not a very likely event if the mintage was only 20,000 coins and only found in sets.
"Dipping" is not considered cleaning...

20000 is still a huge amount for a coin that was not meant for circulation, very few of these sets get broken up, still cool to see some in the wild

I may be way way in the cellar here, but how do you know that they are test coinage? No nickel? And what does Charlton mean when it says N.I.I. in the mintage column. I'm a large cent collector, so this is new to me.

N. I. I. = Not Issued Individually = Can only be found in sets

Around 1998 the RCM was doing trials of striking next generation of multiply steel to save money, in their wisdom instead of striking test tokens, they used real dies The 2000 P dimes and a few quarters were produced and the famous 50 cent clock coin got loose. I have a 1998 dime that was struck on a copper colour unplated planchet that was snuck out of the RCM with the employees being charged, so the RCM just decided to release a P set in 1999 due to the fact some of these coins were already in collectors hands but now almost worthless. My best guess for Charlton"s title is Not Intended just a guess

They are test coinage because they are 1st generation (1999) plated steel instead of nickel. So in order for the change, pun intended, all vending machine makers needed to adjust their equipment to accept the new composition. So they needed "testers". Anything that took coins needed an upgrade before the mint could issue the new coins.

Say, they were smart enough to figure this out, but still had to issue sets to cover a screw up.

I've never l found any of the 1999P coins in the wild and bought a mint test set a few years ago for 50$
