This is an obvious fake error note and not a very good one. This wasn't done at the BEP because the BEP doesn't fold notes in that manner. Someone sprayed the note with some acetone then folded and clamped the note. When the ink dries you have a fake error note. The note is worth face value.

I've said it before and I'll say it again - my suspicions of spurious intentions increase exponentially on well circulated notes.
