"Mint Sealed Proof & Mint Sets"?

From the mid 50's to Early 60's The Us Mint Used the Flat Packs.

You See "Mint Sealed" and "unopened" for these sets all the time.

It is my understanding for different resources that these sets were never sealed by the mint. and any advertised as sealed is a gimmick (Lie)
Can any of the old timers verify?

I don't consider myself an old timer, but it is true that the sets were not sealed.

I did not think they did ,as I have bought several sets from Dealers that were not sealed.
If it is indeed fact that they were never sealed by the mint how do Ebayers get away with all the false Claims. I thought ebay was regulated?

Some people are honestly confused on the situation because the environmental storage (i.e. high humidity) of these sets could cause them to seal over time. Thus when the sets are pulled out of a box years later and are sealed, the person may think that it came that way from the Mint.

But yes, many sellers tend to play up the "potential" of a sealed set for unknowing people and some even go so far as to create new envelopes and then seal them.
