It looks like frosting on the device can it be a cam
It is a proof 1940 dime

Looks cam but not dcam. Lots of scratches, impaired proof?

As on ha.com there is only 2 cam graded by pcgs/ngc/cac
What dose it mean for the coin

tough coin to photograph. in order to determine CAM better photos are needed. I'm a little concerned with the hairlines across the cap and neck area. maybe a different color background would help also. if those hairlines are across the devices then I agree that it would be an impaired proof.

Looks CAM to me but I doubt you'd get much premium with all the hairlines.
