I have two circulated $1.00 bills each with a 5-digit descending ladder. One bill has the descending ladder at the beginning of the SN. The other bill has the same descending ladder that ends the SN. Not sure of the value of them as a set

Welcome to CCF.
Traditionally, partial ladders are more appealing when preceded or followed by zeros. Random numbers in the mix make it confusing. Collectors prefer numbers like 00012345 and 98765000.

So pure ladders are given higher preference
