Moji, there is no "clad layer" on a 1960 LMC. It appears that your coin was plated, and some of the plating is detaching from it.

Plated, yes. The clad distinction doesn't apply to a 1960 Memorial cent. Given the appearance of the rim, the coin may have been prepared to become a jewelry piece.
