2008 New Mexico Quarter: Gouges In Bottom Fingers

From partial roll of NM quarters. I came across 3 quarters with gouges(?) in the lower fingers. Gouges are in a low spot in the design as well. What is this?

For me the pivs shows are far to close and pixed to analize the design.

I found another unopened roll of these quarters. Several quarters in the new roll also had these same marks. A toothpick in the longer finger determined that it is definitely raised. After going to every website I could find, I'm pretty sure EV called it right.
