I found this 1988 quarter and was wondering if this was post mint damage or are these occluded gas bubbles? Is it worth anything?

No sorry but this is not a mint error. Rather this coin has been exposed to high heat.

Heat damage from a torch or fire.
Next time can you please properly crop your images and take the pictures from directly overhead.
