Switzerland 1988HF Willian Tell Specimen Brass Hab P26 Proof 100 Francs - Is the mintage 10, 1000, or 6000?

In 2016 Heritage Auctions sold an ANACS slabbed coin and listed the mintage as 10 in the description as follows:
"Confederation brass Uri Shooting Festival Proof Specimen 100 Francs 1988-HF PR68 ANACS, Le Locle mint, KM-S37a, Häb-P26. Mintage: 10. Struck by Huguenin Freres with a tiny mintage reported in Michael Häberling's reference on Swiss shooting issues."

In September 2017 Heritage Auctions sold a PCGS slabbed coin and listed the mintage as 10 in the description.

But when you click on the "View Certification Details from PCGS" tab it indicates a population of 17 in PF69 with Pop Higher of 3 for a total of 20.

On Sep. 6, 2019 Heritage Auctions sold an NGC slabbed coin and listed the mintage as 1000 in the description and erroneously(?) listed the metal as gold. The slab reads "Specimen-Brass".

What caused this change to a newly reported mintage of 1000? Did new information come out that revealed an error in Michael Häberling's reported "tiny mintage"?

Numista lists the mintage at 1000

NGC: Lists the mintage at 1000 with 23 graded as of Oct. 2020

And now in January of 2024 PCGS lists the mintage at 6000 with 20 graded as of Jan. 26, 2024

The Question: Is the mintage 1000 or 6000?
