Without a large pic of the 7, it's hard to tell, but it looks like a normal to me. XF-40 and every '71 that I've seen on ebay or sellers has the same little "doubling" under the serif of the 7. Yours looks like every other one.

Yes, now that I look at the current ones on ebay there are some plain/normal ones and others that have the small extra "handdown" under the horizontal of the 7.

Agreed, that's an EF...likely EF-40 - some wear on the high points of the braid in particular.
