@jva, we are going to need better pics to help you. You can leave the coin in the packaging, but please rotate, crop, and focus better. We need pics of both sides. Thx.

This "coin" isn't really a "coin", nor is the "stamp" an actual stamp. This item is, as the descriptive slip of paper states, a promotional card from the "99 company", which made private PNCs (using real coins and real stamps) back in the 1970s. Collectors of numismatic and philatelic ephemera might be interested in it, but I don't think it's "gradable", from a numismatic point of view.
