Good that your getting your money back on this one. Black spots generally do not come off silver or copper coins. The only thing you can really do with these is Coin Care or MS-70 can seal the spots so if they are active it will stop the spots from growing. That this is example of a coin that just needs to go in a 40% SILVER bag. I would not buy this coin as except as just 40% SILVER and it would have to be cheap (like as part of a full set where they are other nice coins in it).
