Leek was a center of textile production. The caduceus may nowadays represent the practice of medicine, but given the context in which it appears here it should be taken in its more traditional sense as a symbol associated with trade and commerce. The Latin motto is a bit of braggadocio that can be construed as meaning, "Our artifice precludes despair." Note the large die crack running through "HALF" on the obverse.
The edge is marked, "PAYABLE AT LEEK STAFFORDSHIRE".
