im wondering if anyone knows what the proportion of specimen 1858 20 cent pieces has coinage and what percent has medal alignment.

You should try to connect with Rob Turner and his latest book on specimen Vicky cents, available through the RCNA. Maybe just an email to him privately from one of the sites that he monitors. He is sometimes on here, but looks at the PCGS site frequently. His ID is "bosox" and you will find him if you search for "specimen Canada cents" on the PCGS site. This site will not allow me to send a link. He collects specimens more than the LC's as well. Here's his website:
