Please explain how this is even remotely possible to come from the mint this way.

Looks like only the edges got electroplated.
So maybe the planchets were in a stack,
and the faces were not exposed to receive plating.

It makes sense that they plate them after they punch them out into circles. Wasn't thinking about that.

I think it is plausible for this to happen during minting process, chemical reaction between Zinc and copper can produce adverse result during the plating process.
