Looks like PMD. Always a good idea to see if there is an existing DDO for a coin you have an inquiry about. In this case, there is none.

I don't know Bent, the angle is slightly off, and it looks like that the metal on the actual eyelid appears to be raised up a bit from movement of metal..

I would be inclined to go with PMD as well. There are no listings in Wexler, VV, or CC for that type doubled die.

The lid itself is a hit. On the 3rd picture there is a small possible double to the east. I don't see it on pic#4. But I think that's too far east to be a double.

Yes MD on the new coins. You can see it on the bridge of the nose also and the bottom of the nose.
