FB is very controversial as the big houses do not even follow their own grading standards for them. we see example after example of coins with the designation that are not even close to FB. here is PCGS's guidelines but trust me they are not written in stone. most collectors in the know will assess the coin themselves and not rely on the TPG regarding these

assuming your coin is MS the 5th step is broken between the "T" and "I" so it would not qualify according to their guidelines
