I came across this dollar bill searching through ones today. I have never seen an ink error like this. Anyone ever seen this or have an insight on it?

It looks spurious to me, like someone with a green felt tip marker colored outside of the lines.

that's what I was thinking to with the marker stamp but I figured it would have bleed through? Here is two pics of the back
