Looks like deterioration of the surface for some reason - I don't think anything would help that.

Uncertain about the red stained areas, I can't tell what that is. Overall, the coin would be improved with VC to remove the very light verdigris spread over the surfaces.

Wow, GIANT improvement! The color looks much more natural and the little bits of verdigris are gone.

Did you try Acetone first? Looks like some raised crud that might come off.

Wouda gone with pure acetone first then the verdi-care.

Order of treatment does not matter. The coin cannot be restored to a non-details condition.
