Does this look like a legitimate re-punched mintmark, maybe re-punched thrice? Thanks for your input.

RPM's are no longer possible, as they stopped punching them in by hand, in 1990. 1989 was the last year they punched it in by hand. What I am seeing is Die Deterioration, on the mint mark.
