From what Mike Diamond said on my 2023 shield cent I'm guessing this is the same issue here?

I see error ref says it's only zinc cents though just now. So I'm wrong.

Comparing apples to oranges.
It's not a cent and it's not plated.
It's a dime and it's clad.
"Dipping" is not considered cleaning...

Looks like no more than a scrape. Please properly crop your photos before posting them. We only need to see the coin not the background. It wastes server space.

I think you're talking about the copper at 9:00 to 10:00. I've seen it before. I chalked it up to the punch dies smearing the copper center into the outside clad layer when it's punched out of the sheet. I don't classify it as an error, just something that happens.

that at K9 looks like a scrape exposing the copper core underneath. But yes, plating refers back to Zinc plated cent coins.
