I have this quarter from 1982 D mint. I noticed errors on "in" on the "in god we trust" the mint mark is filled in, and the top rim is almost non existent. Should I have it graded or clean it up to sell?

a filled MM maybe a die chip by IGWT. Not sure what is going on where you point to the top of this coin. close up of the IGWT and the top of the coin could help. also pleas post an image of the reverse too. (You only provided 2 identical imaged of the obverse)

First welcome to CCF. Second, I agree that there is a die chip in the mint mark ( a so-called broken post), but don't believe that the other issues you mention are anything more than this coin being struck by a tired die plus circulation wear. Therefore, I wouldn't get it graded nor would I sell it. You should never clean a modern coin.

To CCF! I agree with the comments. Not worth grading and don't sell it. Only worth face value.

to the CCF Stick around, this is a good place to learn what an error or variety is, before you try to sell anything. There are too many bad sellers on ebay as it is.
