I just bought this. I'm wondering if the obverse rim damage is related to the misstrike or if it's PMD.

Yup, that is a small off-center strike but yes, I think that is damage of some sort post mint opposite the error.

If it were my coin, it would still be a keeper as it would have some but reduced value from the PMD damage.

The scuff marks only show where the rim is at its thinnest due to the off center strike - could that be ejection damage?

Coin is broadstruck, not an off center. This is a fairly common date for these but always nice to see a good one show up here.
