In order to actually help, it would be best to see the behavior while it's happening and see "under the hood" what is going on (this requires a pair of "expert" eyes). The site might be broken or you might have something installed that is creating the issue or maybe you are suffering from a byproduct of something totally unrelated to you. Depending on the situation it may or not be possible to fix it.
Since you seem to think Safari might be the issue, have you tried using another browser like Chrome? Even if you do not intend to use it daily, it's good to try to prove/disprove the theory. You don't need to register an account or whatnot, just download it (
https://www.google.com/chrome/), install it, try and then delete it if you wish.
If you change your browser to no avail, you could try to stop by a friend of yours and ask to try the procedure on their computer (make sure the logout afterward and not save any password!). That should also help you understand if something with your setup/connection is the reason.
Another thing that might be interesting to try out is: instead of clicking on whatever should display the tracking, right-click on it and "copy link", then paste it in the address bar of Safari and press enter -- thus trying going to it "directly". Even if that doesn't solve the issue it might give you more hints on it.
