A friend of mine found this penny and was wondering what could have happened to this penny. s it what you call a Dryer Coin or was it sanded I'm not sure if its an error or not. Does this happen at the mint?

Might be a Dryer Coin, or it could have been sanded down. PMD.

Looks sanded and buffed to a shine. Maybe a Dryer Coin, either way it is damaged.
