The second one "the Chinese one" is from the Emperor Qian-long 1736-1795 - the correct reading of the obverse is "Qian Long Tong Bao " The Emperors name can appear in lots of different forms in references or literature such as reign title, actual name, etc.
The reverse shows the mint is the "Board of Revenue" one of two large mints in Beijing.
