The mint-mark on this 68S looks like doubling of the S and it also looks like doubling on the lower Bar of the L in Liberty.

Nothing matches it on Chuck's site.

I took a picture of a normal "S" - 1968S for comparison.

Looked at the coin up close with my 20x loupe:

There is no rpm and no doubling by the L. Its MD.

Looks like a die chip on the 'S'.

I agree, on the MD. The "thing", on the "S", I believe is part of the structure of the pinch. It looks like there might be some Die Deterioration, and maybe some "Poloshing", that has worn down the field, and made the devices a bit wider. IMHO, I'm no expert.
