I found this penny while coin roll searching but can't figure out what the object is embedded on the obverse, under "Liberty". Would this be considered a "Retained Strike Through"? Thanks.

Struck Through Copper Foil? Try giving it a soak in pure acetone to see if it comes off.

It doesn't come off with MS 70 coin brightener. I don't have any acetone at the moment. Why use that?

Acetone will remove/reduce organic-based gunk and crud. Can't hurt. Unsure if I can say the same about 'MS 70 coin brightener.

MS 70 is sold at my local coin shop and is safe to use with Q-tips as long as you don't rub too hard. Ingredients: Butoxyethenol and Potassium Hydroxide, liquid. I use it to pretty up a "dirty" coin knowing that I cannot remove black spots invading the patina.
