has to be damage as the coin is bulging at that area, however the 'cuts' are very deep and I see no zinc showing. Why?

Yeah why? Is that damage looking area raised? Can OP give us a weight on the coin?
I dunno it could be something added to the surface (clear glue or something) post mint of course.

The fact the coin is no longer perfectly circular leads me to believe it is PSD.

Odd, but is the area through the "E" of CENT raised? It's hard to tell from the images.

So it is overweight. That's interesting.

Carrying the decimal to two places is more accurate and helpful.
When a scale rounds to 2.7 grams, it might weigh anywhere between 2.65 and 2.74 grams.

Can you show us an image of the edge of the coin between the "E" of CENT and the "T" of TRUST?
(I'm wondering if there might be some collar die damage causing it to be "out of round".)

Is the anomaly on the steps raised or recessed?
Is the anomaly on Lincoln's temple or the field above the "E" of CENT raised or recessed.
(The nice, even lighting makes it hard to tell from your images.)

They aren't cuts. Whatever tool that was used was dull enough to just smash the surface and not cut into it.

One way to outsmart the scale company is to weigh in grains and then convert to grams (0.00)

Can you confirm the anomaly on both surfaces are incuse (recessed) in the areas I mentioned?
