Usually, a US coin with no mint mark simply means it was struck at the Philadelphia mint. As Dearborn noted, none of the coins minted in the US had mint marks in 1965, 1966 and 1967 as part of the 'Coinage Act of 1965.' This was part of an effort to discourage coin collecting and hoarding enacted by Congress. When the mint went from 90% silver to cupronickel clad, the US experienced a massive coin shortage due to the hoarding and exporting of silver coins.
There was also an effort to outlaw coin collecting. On May 21, 1965, Sen. Alan Bible, D-Nevada, introduced a bill that stated that the export, selling or purchase of coins as activities that would be made illegal with it's passage. True rarities and collectors' items would have been exempt from this.
