Hey coinnoisseurs I can't figure out what caused this one to look like a flower maybe some grinding tool?

The coin expands beyond the original rim so my guess is done in a press.

No no that was gonna be a boot spur! And I'm always amazed at the free time some ppl must obviously possess!! Although, I remember receiving my first dremel tool, who knew I just needed some "truckers love it" to kick off (no pun intended) my own spur making company
