Could be gunk or something. Try soaking it in 100 pure acetone.

I have mixed feelings about that acetone soak, some people say to never do that other say yes.

Acetone is fine. Worst thing it could do is take time. Just remember to do a flowing rinse with fresh acetone after you soak to ensure nothing dissolved into the acetone sticks to the coin.

Only use Pure acetone from a hardware store, not, NOT fingernail polish remover - that stuff contains impurities.

But to your dime - It looks like something is on it, it is far too symmetrical to be a chip.
