Yes, it is a proof but that does not necessarily mean that it is silver. About 4 million silver proofs were minted but over 7 million clad proofs were minted. CuNi clad weighs 5.67g while the 40% silver clad weighs 5.75g. You can also perform the tissue test to differentiate the two metals.

It is silver. No question about it. The sound from silver and clad is different. I am old enough to know the difference sounds, unfortunately. The ting is different between the two.
