This coin exhibits "railroad rim" with metal having slipped past the collar.

You mean the little prongs that extend vertically from the ridges on the coin's edge? It's a rare, ejection-related phenomenon called a "crenellated rim". It has nothing to do with a partial collar error ("railroad rim").

Well I've been searching for the better part of 2 hours and I cannot find any crenallated rim coins other than the one listed here in this conversation, when one of you said it was rare I didn't realize it was that hard to locate. should I send this off to pgcs or what do y'all think? that's crazy I couldn't find any more sorry it takes me a while to respond I don't get on here very often but thank you for y'all's help!

It's doubtful any grading service will slab it with a correct description. They seem unaware of, or indifferent to, the many new error types that have been discovered over the last 20 years. Furthermore, this type of defect probably has minimal value, despite its rarity.
