Thank you all for the feedback, I was thinking MS62 on this one as well, nice to see the suggestion of a MS63 though!

most of what you seeing is rub. 62's have more scratches rather than rub. another typical GSA MS63. value wise it might be on the lower side due to all the scuffing and a weak eagle breast. these CC's are known for stronger strikes
