Yes, it looks like it's a filled D mint mark. The tiny post that makes the center of the D was broken off of the obverse die. It's not really an error, just normal wear on the obverse die, with no added value to the coin.

There are a lot of uninformed people on e-bay and elsewhere that say filled Mint Marks have value (which is not correct).

to the CFF! Coins of all denominations in the late 70's and early 80's had this issue a lot, then it seemed to ease up. I'm not sure what the reason was, but there were millions of coins minted with broken Mint Mark posts.
