I agree with die dent. Chips tend to happen at elevation changes or lines on the design, which produce a lot of stress during striking. That's on a relatively flat area, and I can't remember ever seeing a chip there.
You're certain that it's raised, right? I have occasionally been fooled on nickels by incuse damage, shadows, and the concave face illusion. If you rotate the coin 180 degrees to the light source, your brain will process any incuse features correctly (and any raised features will be interpreted the same way).
