Indeed can't tell from out of focus photos..
however it does look like glue/clear substance on surface of coin.

It is raised and the letters/oak clusters are embossed on top of it. It is not glue or a clear substance. Also, the state house looks a bit "off" to me.

Try soaking it in pure acetone and see if it dissolves.

It does look clear since "TE" can be seen through it.

@westwoodgal As Errers and Varietys suggested, a good long soak in acetone may help clear/dissolve the substance.
