1959 D Lincoln Memorial Cent / LMC Doubled Die OBV On 1 And 9 Too Minor To List?

The die marks on the OBV is a die gouge on the last 9 of date. This coin is not listed anywhere. Is the doubling on this coin too minor to list? Thanks, Frank B.
