I have examples of plate 17 for the following prefixes: INU / HCL / HCY / INR and INS.
So my questions are:
Is this the same plate for all these prefixes? What is the average lifespan of a plate?
I am leaning towards the same plate numbers being used multiple times. The span between HCL and INU is huge.
I also have other same plate numbers over different prefixes.

I believe 17 is the position number not the plate number.
"Dipping" is not considered cleaning... -from PCGS website

Quote: I believe 17 is the position number not the plate number. @DBM is correct: the tiny position number identifies where the note is placed on the 45 note sheet (matrix). It is not a plate number & generally speaking, is not a collectible feature for most collectors (unless it is missing as happened with some 1954 Modified $1 prefixes). There are no plate changes as practiced by the US BEP since it is a different polymer production method/technology. The INS is the only significant prefix since it is either a Lane-Macklem (under 3.96M) or a Rogers-Macklem (over 3.96M) signature change-over. Thank you for a most comprehensive reply. It does appear that I have a lot more research to do, and I would be most grateful if you could assist with any links, suggestions etc.. I did try to access the site that you posted and it did not open. I copied and pasted the link.

The Canadian Paper Money Forum site is currently functional but to access the Serial Number Data Base (or the graphs like the one I posted) you must register. Go to: https://cdnpapermoney.com/forum/And you will see that you are a "guest" & able to view the forum but not participate (or access all the info/features). You must register to participate & that may take a bit of time (but well worth it). Once you complete the steps you typically get an email and must reply in order to activate your account. I have tried a number of times, but cannot get past the initial sign-up page. I have also tried to find a contact number (Google), but with no luck.
The link to click if you are having problems, does not work. I have to say I find this quite frustrating.

You previously stated that the small numbers were sheet position numbers, and not plate numbers. I have been reviewing my collection and came across the numbers 48 and 49 from the HCY prefix - see attached snip. I also have others both 48 and 49 from the same prefix. Do you think that they have changed the sheet format, or could they be plate numbers. I am awaiting a reply from the printing company (if they will reply  . I also asked if the numbers are always the same back and front.

It seems like you are trying to collect without a copy of Charlton's Canadian Government Paper Money. It should be your next purchase, it's indispensable, lots of information there you will not find on line. These were printed in sheets of 45, position numbers range from 1 to 49 as10,20,30,and 40 were not used.
