I would appreciate some help regarding this note:

Am I correct in thinking that this serial number would only occur once for each prefix?

Would it also count as an inverted?

Is it worth having it graded?

It was taken from an original BOC bundle, and not touched without gloves. It is pristine.

This is a very nice and desirable banknote but it only qualifies as a two digit radar,
Your correct that this serial number only occurs once within each prefix but that is correct for every serial number as they are numbered consecutively from 1 to 9,999,999.
I'm assuming when you ask if it's also an inverted you mean is it a rotator note or as some American's call it a swims note. Rotator or swims notes must read the same upside down as when right side up.
So your serial number 6699966 when inverted reads 9966699 and is not a rotator note.
It could be claimed that it's a five digit cycle repeater (66999-66) but most collectors will only collect repeaters up to the four digit cycle.
