This is a very nice and desirable banknote but it only qualifies as a two digit radar, Your correct that this serial number only occurs once within each prefix but that is correct for every serial number as they are numbered consecutively from 1 to 9,999,999. I'm assuming when you ask if it's also an inverted you mean is it a rotator note or as some American's call it a swims note. Rotator or swims notes must read the same upside down as when right side up. So your serial number 6699966 when inverted reads 9966699 and is not a rotator note. It could be claimed that it's a five digit cycle repeater (66999-66) but most collectors will only collect repeaters up to the four digit cycle.
