Does anybody know what the previous dealer meant with "recut letters" on this flip? Not super familiar with this series. Is it referring to an error/variety or just rotating some sort of damage?

Hordfest, use a loupe to closely examine the letters to see if they've been tooled. That's not something we would be able to see in a picture. For example, the second S in STATES looks a bit suspicious.

Here are some pics through the lens of my stereo microscope painstakingly taken with a cell phone camera. Upon closer look there is definitely some doubling in places, but wouldnt this just be Machine Doubling?

Here are the areas where some sort of doubling is most prominent
