Hello.

I'm new to precious metals, and looking to learn.

Though the coin in the attached photo is sealed, there is some discoloration. If it seems to be the coin itself, what would cause that, and does it affect the coin's value?

It is a bullion coin.
Has no numismatic value, only silver value.
Not affected by toning.
"Dipping" is not considered cleaning...

Two problems with that; the coin is 10 years old or more and the Mint does not sell regular bullion coins to the public. They sell only enhanced bullion coins.
"Dipping" is not considered cleaning...

The RCM had some serious problems with "milk spots" on these bullion coins for years. It seems to be fixed now, but yours may be one of them. I don't recall that there was anything that could be done, but it didn't really matter as it a bullion coin.
