Assuming that it says "noumea" on the back, it is Pick #45, which unfortunately simply states it was issued between 1969-1992, and does not identify the signature varieties or whether it can be narrowed to a smaller range of years.

Not "New Caledonia" but "French Pacific Territories" P1e issued in 2003 with Severino, Redouin & Cornaille signatures.
