Need Help To ID 1983 D Washington Quarter Error

I came across this coin, and am not seeming to be able to identify what exactly is up with it. As the title says, its a 1983 D Washington quarter...nothing special there. However, the coin is like a junior version. It has a VERY pronounced rim, copper showing a complete ring around the outside, both obverse and reverse. The lettering around the edges look a bit shorter in height than normal, with only the tiniest bit cut off on the reverse - obverse 'LIBERTY' and date look normal, with a bit more disappearing into the rim. On the edge, there are areas that appear to have remnants of reeding. The diameter is almost perfectly halfway between that of a nickel, and that of a full size quarter. Weight is exactly 4.97 grams. Any info would be greatly appreciated.

That is called a Dryer Coin. It is PMD. Might even be a 1982?
