I have found a half dozen copper clad 'S' quarters from both State and National Park series. How are these acquired when newly minted? Has someone simply 'spent' these to put them in circulation where I found them?

After reading more posts about these, I have found that the mint sold rolls of these. Although they have proof-like appearance on those with little wear from circulation, seems these were minted for circulation(?)

They were not minted for circulation, but they were minted as a business strike, which is what is used for coins released to circulation.

Yes, they were released as collector rolls and I think some collectors just released them into circulation for the fun of knowing these would be out there is scarce quantities and would generate interest.
