There is under the chin on the observe an element not usually ppresent on the design of the coin? Is it an error ?

Looks like clash marks below the neck, as that is where the motto "E Pluribus Unum" is on the reverse. You are right on it not normally being on the design of the coin. I wonder what the reverse is like? It would show the type of reverse and mintmark...

As mrwhatisit said, maybe clashing. Yours looks a little different than the listings though. As asked, maybe post a nice clear reverse shot.

Thanks for the pic. I do not see much going on around EPU but there does look to be something going on under the buffalo in the field between the legs. Here is a link for the overlay from Mad Die Clashes.
