1988-P Washington Quarter- Weird Mintmark

I came across this coin recently and the mint mark caught my eye. Instead of the normal "P" to the right of Washington's ponytail, it looks like it's been mashed down somewhat and the mashed material is actually touching the hair. The "P" also looks affected to some degree.

What do you make of it?

Might just be something on the P,like glue or tape. First thing to do is an acetone soak.

My guess is clash remnants, you can see them in other areas all around the bust. Under the ribbon, in front of the eye/nose area, and multiple places behind the head.

When a clashed die occurs, the mint typically tries to polish the clash away so they can continue to use the die. Sometimes they don't get all of it and "remnants" of the clash remain.
